GENERAL POSITION SUMMARY:

The Tech Unit Program Coordinator will provide programmatic and administrative support for Mercy Corps Programs, primarily relating to Gaza Sky Geeks (GSG) expansion activities, in the West Bank. The PC will work with a network of local and multinational partners and stakeholders on issues concerning youth training, employability, capacity building, and economic development. The PC will work closely with the Program officer and GSG Vertical Leads on all aspects of the program and provide effective and efficient support to ensure smooth implementation including programmatic, administrative, logistical and procurement support, information gathering, and organizing training. The PC will work to ensure data quality, including data collection, data entry, and sound filing and documentation of program records for participants and activities. The PC will collect, analyze and report on monitoring and evaluation data, and prepare scopes of works as requested.


Essential Responsibilities

Support WB technical community strategy implementation including Technical boot camps, Technical training, and Self-study group offerings.

  • Lead on the technical offerings implementation, quality assurance of delivery, and ensure the GSG community values and MC standards are implemented.
  • Prepare budget estimates for technical activities.
  • Work closely with the WB Tech Unit Officer on building a local talent pool for the program activities (speakers, alumni, consultants, trainers).
  • Prepare scopes of work with contractors, including companies, consultants, and organizations, and work with the procurement team on the program needs.
  • Prepare payment requests and financial documents for related program activities.
  • Collect, and report on monitoring and evaluation data and maintain relevant program files.
  • Report on the events and activities of the Tech Unit.
  • Prepare logistic documents needed for the finance and procurement team.
  • Liaises and coordinates with MC and GSG departments (including logistics and Admin).
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
  • Travel to various parts of the West Bank for activities support and follow-up (including staying in locations overnight if needed)
  • Follow up with the social media team on highlighting the program's expansion in the WB.
  • Research information as required for program development and delivery.
  • Act as technical writers for documents as needed.
  • Demonstrate teamwork spirit and a proactive attitude in accomplishing and delivering tasks.
  • Absorb and quickly learn project details and operations/ procedures and provide ideas for improvements and enhancements when possible.
  • Engage in developing and implementing partnership strategies that support programs.
  • Other duties as assigned.

Reports Directly To: Gaza Sky Geeks WB Tech Unit Officer .

Works Directly With: GSG Program Team in West Bank and Gaza. Including Gaza Sky Geeks Director, Mercy Corps Administrative, Finance and Procurement teams in Jerusalem and Ramallah .


Job Requirements

Minimum Qualification & Transferable Skills

  • University degree in computer science, computer engineering, information technology or any related field.
  • 2-3 years of work experience in a relevant field. Experience in information management, administration or a highly organized role in other fields will be of value.
  • Up to date knowledge of technical and IT industry developments.
  • Exposure to the WB tech ecosystem players , having technical people network.
  • Have analytical skills, experience, and good judgment to recommend and propose informed suggestions relative to project activities.
  • Understanding the differences between the social, political, and economic contexts of Palestinian communities, and a talent for communications with people across all levels of society.
  • Excellent verbal and written communication skills in Arabic and English.
  • Proficiency in MS Office and google suite.
  • Experience or familiarity in technical development is a plus.

The Position

  • Ensure the effective implementation of training and capacity building program for local NGOs in the field.
  • Monitor trainings and program activities and provide all support needed.
  • Write reports documenting work carried out in the field
  • Collect, analyze and report on monitoring and evaluation data and maintain relevant program files, and support documents.
  • Prepare scopes of works with contractors, including companies, consultants and organizations

Background

Palestine Technology for Youth and Jobs Project (TechStart)

TechStart is an eight-year, USD $30 million project for the benefit of the Ministry of Telecommunications and Information Technology (MTIT) of the Palestinian Authority, funded by the World Bank (WB), the European Union, the Swiss Agency for Development and Cooperation, and the Government of the Kingdom of Netherlands, and implemented by DAI Global UK as the Project Implementation Agency (PIA).

It is designed to assist the Palestinian IT ecosystem to upgrade firm capabilities and spur employment growth. TechStart will build the capacity of Palestinian Tech firms, strengthen demand from international buyers and investors, and stimulate the absorption of high-tech knowledge in the ecosystem.


Innovative Private Sector Development II (IPSD II) Project

Innovative Private Sector Development II (IPSD II) is a project funded by the World Bank and the EU, implemented by DAI for the benefit of the Ministry of National Economy (MoNE).

The IPSD II project is a $14.5M follow-on operation to IPSD that will respond to overwhelming demand generated by the interventions supported under its predecessor and scale up its impact. It will scale up IPSD’s efforts to create economic opportunities for individuals and firms in the Palestinian territories by investing in the development of the entrepreneurial ecosystem and human capital.  


Role

DAI is seeking to hire 3 Technical Coordinators to support implementation activities for the different components. The Coordinators will be assigned certain tasks which will include application assessment, verification, data processing, documentation, support activities, and grants follow-up. The Coordinators will work closely with the component leads.


Key Functions and Responsibilities 

  • Support the team during the implementation of the FLAP process.
  • Evaluate grant applications submitted, followed by detailed examination and assessment.
  • Upload applications and documents on the internal system used for application processing.
  • Validate the evidence through follow-up with applicant firms through emails, phone calls, site visits, and other direct communication and document these follow ups.
  • Ensure comprehensive and diligent evaluation of the firm against standards outlined in the program manuals.
  • Ensure integrity of practice and compliance with program manuals.
  • Discuss individual tentative evaluation, identify issues to be probed further and agree on distribution of responsibilities.
  • Follow up with grants team to ensure full cycle completion of application processing.
  • Highlight any issues or difficulties encountered; any doubts and types of evidence collected.
  • Support operations teams in the implementation of the grants as required, including follow-up with grantees for information, as requested and overseen by Procurement and Finance Specialists.
  • Work with Component Managers on implementing project activities including preparation for workshops, training, information gathering, and other assigned tasks.
  • Assist in the preparation of trip schedules for consultants and follow up their logistic arrangements.
  • Manage the pipeline of applications for the pre-investment program, co-investment program, market access program.
  • Ensure that all project activities are entered into the internal system used for application processing.
  • Assist in the management of communications between the technical team and the procurement, grants and finance teams.
  • Work with the M&E Specialist in monitoring project activities for reporting purposes including monthly briefs and annual impact reports.
  • Work with the Communications Officer on designing, implementing and reporting activities related to the project subcomponents. 
  • Report the events or special activities of the Unit.
  • Assist in the day-to-day operations including specific assignments to oversee and coordinate specific programs. 
  • Work with the team to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon.
  • Assist in organizing and facilitating various project activities, events and interventions including planning, budgeting and financial logistics.
  • Research information as required for program development and delivery.
  • Act as technical writers for documents as needed.

  • Experience in business modeling and assessment of business plans for small to medium companies.
  • Knowledge in the tech and entrepreneurship industry locally and internationally is a plus.
  • Have analytical skills, experience, and good judgment to recommend and propose informed suggestions relative to project activities.
  • Proficiency with MS Word, MS Excel, MS Power Point.
  • High level of interpersonal and diplomatic skills required.
  • Excellent verbal and written communication skills in Arabic and English.

Job Description:

The Support Specialist, Operations, Radar Partner Support is responsible for helping R365 customers with all Radar software operations including Radar Core, GL Sales, Advanced Labor Scheduling, AP, Inventory, Recipes, Polling and Partner specific operations . They have demonstrated strong leadership skills, expertise and proficiency in support processes and product knowledge of Radar. They manage pertinent customer communications through emails, tickets, live chats, and phone calls.


RESPONSIBILITIES

  • Provide dedicated support and troubleshooting to high-value Partners and their clients
  • Identify issues and provide solutions to Partners and/or Partner clients
  • Help Partners and clients understand the more complex functionality of Radar software operations
  • Maintain behind the scenes Radar maintenance to Partner databases, including, but not limited to, GL Mapping, EDI Mapping, Clearing Alerts and CS Maintenance, including reviewing and responding to Dev notes on tickets
  • Route non-support customer issues to appropriate teams and team members
  • Manage personal queue of client tickets
  • Train and mentor new team members on the functions of the advanced modules including product knowledge and advanced troubleshooting techniques and best practices
  • Other duties as assigned


QUALIFICATIONS

  • Bachelor’s degree in business and/or finance and/or accounting preferred or 5 years job experience
  • Restaurant industry experience preferred
  • Working knowledge of Radar.
  • Strong understanding of general business principles
  • Excellent problem-solving skills
  • Strong customer service skills
  • Ability to multi-task and balance changing priorities
  • Clear and effective oral and written communication
  • Strong grasp of software and internet technologies
  • Strong leadership qualities
